As long as the powder has been kept in dry conditions, like inside storage as youi mentioned...it should be good to go. I have powder that I've had for almost 15 years I still load. I've never had any go bad.
There are stories that abound on the internet that says you can tell it is bad by the smell. Supposedly It will have an acidic, nasty smell to it if it is bad. I personally have never had any or smelled any bad powder, so I can't describe the smell. However, if you are that concerned about it? Gunpowder is basically a nitrate and nitrates make wonderful fertilizers. To get rid of if you can just sprinkle it on your lawn..
