I understand the first part of you question, but what are you asking about bulk ammo?
Most don’t load for 7.62x54, it’s cheaper to buy old military ammo. . Most rifles that shoot that caliber are old military rifles that have been beat on. Most shoot so bad that reloading is a waste of time. If you have a bunch of old brass I would make sure its boxer primed and not berdan primed.

I relaod 7.62x54R for my Mosin Nagant, reason being i cant find what i am looking for most of the time, and i can load Ballistic Tips, and you cant buy them at any store in town or on the net. I also load FMJ just to take to the range and have fun with
Most of the old Military ammo that is for sale is Corrosive so i refuse to buy it and shoot it through my $53 rifle that i got $300 into LOL

I reload 7.62x54R all the time. I change out the powder loads on the copper-coated steel rounds as well. I use IMR-4350 powder. I use Privi Partizan brass with 150 and 174 grain bullets for a 303 British.

I shoot surplus ammo. The corrosiveness comes from the salts in the primers, which draws moisture and rust, so I just wash out the bore and the bolt with windex or some people use water/ammonia 50/50 right after shooting and clean it good soon as you get home. I haven't had any problems. You can also buy Wolf Ammo which is not corrosive. I'm not a reloader though, so I can't help you with your question. But I can't resist that cheap surplus ammo.
