Texas is comprised of %92 private land and very little public land. You either have to know someone or be willing to pay for a hunt.

It is indeed some beautiful country. When most folks hear "West Texas" they think desert and cactus and have no idea that Mountainous terrain full of Elk, Aoudad, Mule Deer and Mtn Lion etc can be found in West Texas.

That country will eat your lunch if you're not ready for it. The average altitude of the ranch I was hunting was 6500 ft so you'll find out real quick what kind of shape you're in. It gives you a better sense of accomplishment when you 'work' for your animal using "spot and stalk" vice "sit and wait".
